Soak the urad dal for 6 hours. In a separate pot, combine 2 cups sugar with 4 cups water (about 950 ml) and stir continuously. Add 2 tablespoons milk, then remove any impurities that rise to the top. Once the syrup reaches a one-string consistency, add the cardamom powder.

Grind the soaked urad dal with 1 cup water (about 240 ml) to make a smooth batter. Add food coloring and beat well. Transfer the batter to a piping bag or cone, then pipe shapes into hot oil and fry until golden to make imartis.

Soak the fried imartis in the sugar syrup for 4 to 5 minutes, then remove and serve.
