Soak the both daal for 4 to 5 hrs.

Now coarse grind them in grinder

Now put them into the bowl and mix all the ingredients including spices.

Mix them well.
Take a wok and heat the oil in medium flame for deep frying. - 5
Put small balls of the mixture in the oil. Fry them till they became golden brown.

Now put them in serving plate.
Serve them with coriander chutney or tea.
