Steps

Pour yeast and sugar in warm water

Combine flour, baking powder, butter and salt in a bowl; add yeast mixture and mix well

Let it stand for 30mins.

Place rinsed fish in a pot.

Add onion, salt to taste, curry powder,garlic powder and chili powder, add little water and leave for 5 minutes.

Heat up 4 tablespoon of Vegetable oil in a pot add the crushed
fish with other spices and leave for 5 minutes on low heat. - 7
Add the fish filling and roll up. Seal the the edges. Fry until golden brown.

Remove from the oil and drain on a paper towel placed in a sieve

Divide dough into pieces and roll into balls, take one ball of dough and roll out with a rolling pin
