Some pasta water

Add butter to the pan, and fry minced garlic in it.

Add a splash of milk, and pinch/tsp of flour
3

Add more water/milk/ cream. Once mixed, add tomato paste
4

Add pasta and shrimp, combine, and add more pasta water for creaminess
