Steps

First sift wheat flour and dissolve jaggery in water.

Now strain this water and add it to the flour and mix it properly, taking care not to leave lumps.

Keep covered for 1 hour. Now make the batter fatty smooth. Then add cardamom powder and fennel powder and mix.

Now heat the pan, apply oil and spread a little batter. Apply oil around it and fry on either side. Once done, take it down.

Jaggery chilla is ready.
