In a small saucepan, bring the heavy cream, sugar, and lemon zest to a boil.

Meanwhile, soak the gelatin sheets in cold water to soften.

Once the cream mixture comes to a boil, add the softened, squeezed gelatin sheets and stir until dissolved.

Pour the mixture into molds and refrigerate for about 4 hours.

Once set, the panna cotta is ready to enjoy.
