Steps

Preheat oven to 400°F and grease a baking/cookie sheet

Whisk together flour, baking powder, sugar, and salt.

Mix in the butter by hand until the mixture is crumbly and there are no chunks of butter remaining.

Mix in milk/water slowly until the dough is soft, but not sticky.

Knead for about 3 minutes on a floured surface.

Make 1 1/2- 2" balls, flattening them between your hands, and place on baking/cookie sheet.

OPTIONAL - dust the tops with flour

Bake for 20 min until golden, then cool on the pan for 5 min.

Serve warm with butter and your favorite jam!
