In bowl, season beef with salt and pepper and coat with flour.

In skillet, heat olive oil and add beef. Fry until flour coating is golden brown, stirring occasionally. (Beef will still be pink in the middle but will cook fully in the crockpot.)

Place ingredients in crockpot. Ingredients with the longest cooking time should be closest to the bottom, layered roughly in this way: potatoes (on the bottom), carrots, beef, celery, onions garlic, bay leaves. Pour beef broth and Worcestershire sauce over all.

Cover and cook on low for 10 to 12 hours or on high for 4 to 6 hours. During the last 60 minutes of cook time add beef stew seasoning and paprika and lightly stir.

(Can be served alone or over rice or noodles.)
