Make the dressing: Lightly pound the chilies, garlic, and long beans together. Season with lime juice, fish sauce, and palm sugar. Mix well and adjust to taste. Add tomatoes, dried shrimp, and roasted peanuts, then toss to combine.

Lightly moisten Vietnamese rice paper wrappers with water, then fill with papaya, carrot, and long beans.

Roll up tightly, then cut into bite-sized pieces and arrange on a plate.
