In a medium saucepan, combine water, bulgur, and onion. bring to a boil; reduce heat. simmer covered for 12-15 minutes or until most of the liquid is absorbed. drain, cover and keep warm.

meanwhile, trim fat from meat. Sprinkle with 1/2 tsp lemon - pepper seasoning. place on unheated rack of a broiler pan. broil 3-4 inches from heat until desired dineness, turning once halfway through broiling. 7-11 minutes for medium doneness.

stir remaining lemon pepper seasoning, spinach, and peppers into bulgur mixture.

spoon onto plates and top with lamb chops
