Heat 1 tsp oil in a pan and add turmeric powder and oats and saute on a medium flame till it turns light brown in colour, stirring continuously.
Heat remaining 1 tsp oil and add mustard seeds.
When seeds crackle adds urad dal, curry leaves, green chilli and chopped onions.
Saute till onions turn translucent.
Then add turmeric powder, chopped carrots and green peas, salt, red chilli powder and mix well.
Cover with lids for 3 minutes. - 2
Add roasted oats and mix well and cook for 1 minute and add 1/2 cup hot water and stir occasionally.
Serve immediately and garnish with coriander leaves.
