First of all, for the dough,in a big bowl warm some water. When the water starts boiling add rice flour and immediately start stirring it continuously so it does not develops lumps.Now, turn off the flame. Stir the mixture continuously until all the water dries up and a fine dough is created.

Now, after the dough cools down in a big vessel apply some oil on your palm and knead the dough properly. Knead it until it develops a rubber texture.

Now, for the stuffing,in a pan add 1 tablespoon oil and let it get hot now add cumin seeds and asafoetida. Now, add chopped garlic and mix. Now,add the mashed potatoes and boiled green peas. Now,add salt,turmeric powder,chilli powder and green chilli and mix properly.Now, mash the mixture to make a dry masala. Now, sprinkle coriander leaves and turn off the flame.

Now, make small rotis of the dough and fill the stuffing and prepare it like a gujhiya.

Now,boil water in a steamer. Now, the grease the steamer tray and place al the ghugras and cover it with a lid. After 15 minutes apply a little oil on the ghugras. Now, serve the steamed ghugras hot with some green chutney or sauce.
