Take rice flour and whole wheat flour mix well then add water to make a semi-thick batter.

Keep aside for 30 mins.

Now add sugar and fennel seeds, then add cardamom pods. Finally, add grated coconut and keep the prepared batter for 30 mins.

Now heat oil in a pan, add a ladleful of batter into the oil and cook on medium flame until both sides turn crisp and golden.

Serve with rabdi or enjoy as it is.
