Wash and Marinate mutton with curd fried onion all the ingredients except milk. Keep for 5 hours.

Boil rice with salt and whole garam masala. Drain the water. Rice should be 3/4 done.In a vessel layer, the masala spread the boiled rice pour saffron milk. Make holes in the rice and pour oil in which onions s were fried. let it cook for 45min to one hour. You can seal with wheat dough. when steam escapes it indicates mutton is done.
