Steps

Take a pan add water and jaggery boil till till the jaggery melts; don't want to make chashni sieve it before adding in flour

Heat ghee in a pan, now add wheat flour in it and roast till it turns golden. When it turns golden, it starts to smell lightly, slow down the gas and then add jaggery water water to the flour and stir continuously till water evaporated Add some ghee and mix it well
Halwa is ready to serve
