Cut the bell peppers in half and remove the seeds and stems.

Stuff the leftover gyoza filling into the peppers.

Dust the entire surface with flour.

Heat a frying pan and add vegetable oil. Once hot, place the peppers meat-side down to cook. Once browned, flip and cook the pepper side.
