Toast the coconut and dried fruits and nuts until fragrant. Add powdered sugar and cardamom powder, and mix well. The filling is ready.

In a bowl, combine semolina and all-purpose flour with salt and ghee. Mix well.

Gradually add milk to the semolina mixture and knead into a dough. Cover and let the dough rest for 30 minutes. After resting, knead the dough again until smooth.

Take a large portion of dough and roll it out into a big circle. Use a small bowl to cut out small circles (like mini tortillas).

Place a heaping tablespoon of filling in the center of each circle. Gather the edges to form pleats, bring them together at the top, and pinch to seal, shaping into a modak.

Repeat with the remaining dough and filling. Heat ghee in a pan and fry the modaks over medium heat until golden brown.

The modaks are ready to serve.
