To make green moong pulao, rinse the green moong beans well and soak them for 1 hour. Soak the basmati rice as well. Add water, turmeric, and salt to the moong beans and steam them for 3 whistles in a pressure cooker. Make sure the beans stay whole and do not get mushy.

Cook the soaked rice in water until done, then let it cool slightly. To prepare the pulao, heat ghee and oil together in a large pan. Add the onions and sauté until translucent.

Add the ginger and green chili paste and sauté. Add the tomatoes, salt, and freshly ground garlic and red chili chutney. Sauté, then add a little water. Add all the spices: red chili powder, coriander powder, cumin powder, and turmeric powder. Add a little more water and cook until the oil separates.

Add pav bhaji masala and mix well. Add a little garam masala and the chopped bell pepper. Mix, then add the cooked rice. Gently combine everything.

After mixing the rice, add the cooked moong beans. Gently mix again. Add salt to taste, cover, and cook for 5 minutes so the flavors blend well. Finish by adding chopped cilantro and lemon juice, mix, and serve. Garnish the moong pulao with onion rings and enjoy.
