It is a traditional and a very delicious Indian dessert which is must on special occasions.
Steps

Add ghee in a frying pan and let it melt. Add besan to it and roast for 15 mins till the it turns light brown. Keep stirring continuously to break the lumps formed.

Add sugar and crushed cardamoms and stir for 5 mins. Add water and stir continuously to avoid lumps. Continue cooking until you get the desired consistency of the halwa.

Garnish with raisins.
