First take a plate and mix paneer,potato and carrot as well with hands.

Now add salt,pepper powder,garam masala in it.

Make a balls or katlet with the mixture.

Now take a bowl and add all flours and make thick better with water.

Add all dry masalas in it and stir as well.

Now put kadai on the gas.add oil do hot.

Dip pakoda in the flour and fry in the oil on the medium flame.

Decorate with tomato and serve hot with ketchup or green chutney.
