First soak the dal for 5 to 6hrs and make a smooth paste in mixi. Then wib the dal with hand or spoon. Now add grated ginger, cumin seeds, hing, salt and black pepper and mix well. Now take pan and heat the oil then fry bhallas on low to medium flame. Now soak the bhallas in water for some time.Then serve with sonth and green chutney. Soft and fluffy bhallas is ready.
