Rinse the bulgur and soak it in 1 1/2 cups hot water for 1 to 2 hours.

After an hour, add half the grated onion and the spices. Sift the flour over the bulgur and knead together.

Add the oil and knead well until the dough no longer sticks to your hands.

Grease a nonstick pan with a little clarified butter. Spread half the dough in the pan. Add the seasoned ground beef mixed with the remaining onion and a pinch of mixed spice. Top with the rest of the dough and dot the surface with clarified butter.

You can bake it in the oven or cook it on the stovetop. I cooked it on the stovetop, then finished by drying the top in the oven.

This same dough can be used for fried kibbeh, but I was short on time so I made it this way for convenience.
