Arsa is a very popular sweet or snack from Uttarakhand, which is made almost all special occasions or puja. It is very simple yet tasty sweet made of rice flour and jaggery.
Steps

Drain soaked rice and spread in a muslin cloth.

When rice dries completely grind them into flour.

Heat a pan and make a thin syrup by combining water and jaggery.

When syrup starts to boil add ghee and pour the rice flour and sesame seeds.

Mix very well with a ladder so that the mixture forms a dough.

Remove from heat and let the dough cool.

Divide the dough into equal portions and make small balls.

Flatten the balls with the help of palm and make small.disks. Make all the disks.

Heat sufficient oil in a kadai and deep fry the disks into medium low flame until golden brown in colour.

Delicious arsa is ready to serve.
