Place the paneer and khoya on a plate and mash them well with your palm. Sift in the flour and baking powder, and mix thoroughly. Shape the mixture into balls of your desired size, placing pistachios in the center. Ensure there are no cracks in the balls. Fry the paneer balls in ghee over low heat until golden.

In a pan, combine sugar, saffron color, and water to make a syrup. Boil it well. Add the paneer balls to the boiling syrup and cook on low heat for 5 minutes until they expand and are submerged in the syrup. Once done, remove from the syrup and serve hot.
