Mix whole-wheat flour, suji and oil and mash it gently for 5 minutes to make khasta

Then mix sugar, fennel seeds,baking soda and add water slowly as needed to make the dough.

Cover it well and keep it aside for 15 minutes

Heat the oil in a frying pan on medium to high heat.

To check if the oil is ready, put one pinch of dough in oil. The dough should come up.

Then make some balls of the dough.

Then Fry the Gulgula balls golden brown all sides, turning them occasionally. It will take 2 to 3 minutes.

Remove the gulgulas and place over a paper towel so the excess oil is absorbed.
