This is an old recipe from Grandma and Grandpa in Bali. Sambal matah means raw sambal, so the main ingredients are not cooked.
Steps

Thinly slice the shallots, lemongrass (white part only), curly red chilies, and bird's eye chilies, and place them in a bowl.

Roast the shrimp paste until slightly soft, then add it to the same bowl as step 1. Mix the ingredients by hand, kneading slightly. Use gloves if needed.

Thinly slice the kaffir lime leaves (chiffonade) and add them to the bowl. Continue kneading the sambal, being careful not to crush the shallots and chilies.

Add salt, sugar, and lime juice to taste, and mix with the sambal.

Finally, warm the coconut oil (do not overheat) and pour it over the sambal, then mix. The coconut oil enhances the flavor of the sambal matah.

Taste it. If it's just right, serve.
