It’s a traditional recipe made with rice which are soaked over night and then ground.
Steps

Wash and soak rice in a bowl for 4-5 hrs., after that grind the rice in a mixer and they should be coarse in texture.

Pou milk in a pan and bring it to boil add ground rice and stir continuously to avoid lumps.

Cook till tender and the phirni is getting thick. Add sugar and stir continuously, add mango pulp and again cook further, remove from the gas.

Allow it to cool and sprinkle the cardamom powder,

Pour the phirni in a bowl garnish with mango flower and slivered almonds and pistachios. Serve chilled
