In a mixing bowl add atta flour, Sugar, Salt, milk, baking powder and water and mix it well for 10 mins and add 1 tablespoons of oil over the dough and keep aside for 30 mins.

In mixing jar, add Cardamom, fennel seeds, coconut, roasted besan dal, green chilli, tomato and grind it well and keep it aside.

Heat a pan add 2 tablespoon of oil add chopped onion and chopped 3 tomatoes, crushed ginger and garlic, turmeric powder, garam Masala, coriander powder, salt and mix it well and cook for 5 min.

Add the grinded paste and water and mix it well. Cook for 5 min. Now our filling Masala is ready.

Make round balls from that dough and roll the balls as required.

Add 2 spoons of filling Masala and spread it. Fold the kulcha edges.heat a dosa tawa and add 1 tablespoon of oil put the kulcha and roast it both sides. Now Punjabi Masala atta kulcha is ready.
