To make the outer layer dough: Pour "sugar" into "water" and stir to melt

Then in a bowl of "all-purpose flour" make a hole in the middle and pour "sugar water" there and mix with spoon

Add "rice bran oil" and mix by hands giving the dough a massage until smooth or all come together that the dough is not stick to the bowl

Wrap in plastic and rest for 15-20 minutes

To make the inner layer dough: mix "all-purpose flour" and "rice bran oil" together and also give it a massage which should be easier than the outer layer one

Also wrap in plastic and rest the dough for 15-20 minutes

Make the filling by stirfrying everything on the list and cool it down to use later

Cut the outer later dough into 4 or about 125g each then make them round

Cut the inner layer dough into 4 as well or about 50g each and make them round

Pan it out by hand and put the inner layer one into the outer layer one and make it round again

Rest for 10 minutes with plastic wrap on top

Knead the dough into rectangle and roll it and repeat it again so there are layers

Rest for another 10 minutes

Cut them into 6 pieces and now you can add the filling in

Deep fry until golden I would say fry for 5-7 minutes that should do
