Pound the shallots and garlic with 1 tablespoon sugar until fine, then mix in 2 tablespoons fish sauce and 1/2 tablespoon coconut caramel sauce.

Arrange the mackerel fillets in a pot. Pour the sauce over the fish, then add half the coconut water and enough water to just cover the fish. Sprinkle with black pepper and a few slices of chili on top. Simmer over low heat for 20–25 minutes.

If you don't use coconut water, add 1 more tablespoon sugar. I usually cook with less oil, MSG, and seasoning powder, but you can sauté the shallots and garlic first and adjust the seasoning to your family's taste.
