Soak the bulgur in water for 2 minutes, then drain and set aside. In a food processor, blend the onions, red pepper paste, basil, walnuts, salt, and spices until smooth.

Add the ground beef to the mixture and process together. Then knead well with the bulgur, gradually adding the olive oil, and continue kneading until you get a smooth, dough-like kibbeh mixture.

Serve the kibbeh with onions, salad, potatoes, fresh vegetables, and drizzle olive oil on top.
