Steps

Saute garlic, onion, bell pepper, celery and cilantro in oil until softened

Add tomato sauce and water, stirring well to combine

Add in the kidney beans and potatoes

Add in salt and oregano (about 3 Tbsp fresh oregano or 1 Tbsp dried). Simmer until potatoes are nearly soft

Add in the cooked macaroni (or pasta of your choice) and continue to simmer until macaroni is heated thru and potatoes are tender (take out)

Chef's note: If achiote is unattainable, infuse 2 Tbsp paprika in 1/4 cup oil, use this on any tomato base dish and see food magic happen
