Griend the cashews in a griender.

Then put the cashew mixture in a bowl and add flour along with fennel seeds and baking powder.

Then add milk in the mixture in a parts. Make a smooth batter from it.

Now in a pan add oil. Once it heat, give 1 spoon batter into it and fry in a golden brown color.

Then in another pan add water and sugar. Prepare the sugar syrup. Once it sticky, switch off the flame and let it cool. Then add all the malpuwa into it.

Garnish with pistachios and serve.
