Pour sifted wheat flour in a bowl, add 2 tbsp oil, salt, yeast and water as required. Make a soft chapati dough. Cover and allow it rise.

Add a tbsp of oil(more if needed), in a pan on low flame. Add the cumin seeds, fry for 1min, then add onions, red and scotch bonnet peppers, saute until translucent. Add 1 tsp of ginger and garlic paste, saute.

Add in the minced meat and a little water to tender and soften the meat. Then, add in cabbage, seasoning and the rest of the spices.

Mix well. Cook for 2mins. Turn off the flame and let it cool or transfer it into a bowl.

Knead the dough again, divide into equal parts. Place the dough on your hand, flatten it out and put the filling inside. Wrap it round and seal it properly..

Make all of them as shown. You can allow them to double their sizes or heat up little oil and fry both sides on low heat till golden brown.
