First take fresh paneer and grate it. Now add sugar and soaked saffron to it and heat it on the gas.

Keep stirring in between. Keep it on the gas till all the water is burnt. If needed, add a little milk in between.

Then crush it in a mixer. Add cardamom powder and crush it. Then roll it into round balls and add chopped pistachios on top. Saffron cardamom balls are ready.
