In a bowl, mix flour, carom seeds, salt, and 1 tbsp hot oil. Add water and knead into a tight dough. Rest for 5 minutes.

Heat oil in a pan. Add mustard seeds and cumin seeds. When they crackle, add curry leaves and thecha. Stir.

Add turmeric, then boiled potatoes and green peas. Mix well.

Add salt, cumin powder, lemon juice, sugar, and chopped coriander. Mix and cook for 2 minutes. Let filling cool.

Divide dough into equal balls. Roll each into a circle, cut in half.

Shape each half into a cone, fill with potato mixture, and seal edges.

Heat oil for frying. Fry samosas on low heat until golden brown.

Serve hot with chutney or tomato sauce.
Tips
For extra flavor, you can add chopped green chilies to the filling or serve with a spicy chutney.
