In a pot over medium heat, combine all the base ingredients: semolina, water, sugar, and powdered milk.

When the mixture comes to a boil and thickens, add the orange blossom water and rose water.

Pour the mixture into a Pyrex dish and refrigerate until set.

For the topping, spread the clotted cream (or table cream) over the set base, then top with the whipped cream prepared with 1 cup milk.

When serving, drizzle with syrup and sprinkle with chopped nuts. Enjoy!
