Mix the dry ingredients and vinegar together. In a separate bowl, combine the water, ghee, oil, and simple syrup.

Gradually add the wet mixture to the flour, kneading well.

Let the dough rest for 1 hour. Divide into balls, coat each with oil, and let rest for another hour.

Roll out the dough into thin layers, dusting with cornstarch. Brush each layer with ghee. Arrange 10 layers on the bottom of a baking pan and 10 on top. You can add more layers if you like.

For the filling, use clotted cream and pistachios. Bake in the oven.
