Cut 1 bell pepper and the carrots into thin strips, and cook the carrots. Hard-boil 5 eggs. Set aside.

Chop the green onions, cilantro, 1 tomato, and garlic. In a bowl, combine the ground beef, black pepper, salt, the chopped vegetables (green onions, cilantro, tomato, and garlic), 1 egg, and crushed crackers. Add salt to taste. Mix until everything is well combined and forms a meat dough.

Spread the meat mixture on the table, using a little crushed cracker to prevent sticking. For the filling: lay the ham slices over the meat, then the mozzarella cheese, making sure both cover the entire surface. Place the carrot strips and bell pepper strips in the center on top of the cheese, along with the hard-boiled eggs.

Roll up the meat, sealing the ends and making sure all sides are closed. Place on a prepared baking tray.

Slice the onions, the remaining tomato, the remaining bell pepper, and cut the potatoes into thin strips. Arrange these vegetables around the meatloaf. Drizzle with soy sauce and add salt to taste.

Bake for about 45 minutes.
