Finely chop the parsley and cut the onion into small pieces.

Add all the spices, parsley, and onion to the ground beef.

Mix the ingredients well with the beef.

Grease a baking dish with about 1/4 cup vegetable oil (about 60 ml) and spread the beef mixture evenly in the dish.

Peel the potatoes and tomatoes, slice them into rounds, and arrange them on top of the beef mixture.

Cover the dish with aluminum foil and bake in the oven for 1 hour and 15 minutes to 1 hour and 30 minutes.

Remove the foil and broil the top until golden brown after the dish is cooked through.
