Soak the bulgur in warm water in a bowl for 30 minutes. Peel and chop the two onions, then add them to the bulgur along with salt, cumin, black pepper, and the ground beef.

Grind the mixture using a meat grinder with a fine plate, then knead well. Set the kibbeh dough aside and prepare the filling. Finely chop the onions and place them in a bowl with the ground meat and oil.

Cook together until the meat is done. Remove the filling from the heat, add salt and black pepper, and stir. Place the filling in a fine strainer over a bowl to drain any excess liquid from the meat and onions.

Shape the kibbeh dough into small discs using your fingers, fill with the meat mixture, seal the tops, and fry in hot oil. Serve with salad or cucumber yogurt. Enjoy!
