Toast the chiles, onion, and garlic on a griddle. The chiles toast very quickly and can become bitter if overdone, so remove them when they change color.

Blend everything that was toasted with the splash of vinegar, cilantro, and the amount of water you prefer, depending on how thick you want the salsa.

Season with salt and pepper to taste.
