This is my favorite chili recipe that I got from my Mom. Very tasty but not too spicy.

In Dutch oven over medium heat, sauté beef, stirring occasionally, until done. Pour off fat.

Add onions, green pepper, garlic salt, chili powder, oregano, and red pepper flakes. Cook until onion and pepper are tender, about 5 minutes.

Stir in sugar, salt, tomato juice, and tomato paste. Mix well. Bring to boiling. Simmer about 40 minutes.

Add beans and simmer, covered, 10 minutes.
