Take a pan and add jaggery, water and green cardamom to it. Mix well and bring to boil.

Heat another pan and add 1/2 cup ghee to it. Then add semolina to it. Mix well and roast for about 7-8 minutes on medium flame by stirring continuously.

Then, add besan and 2 tbsp ghee to it and roast them by stirring continuously for 5 minutes on medium to low flame.

Then, add mixed dry fruits and muskmelon seeds to it. Mix well and roast for few minutes.

Then, add hot jaggery syrup little by little to the halwa mixture and stir continuously.

Finally, add saffron mixed in 2 tbsp milk in the halwa and mix well. Cook it for a minute and then cover it with lid for another minute. Serve hot.
