Open up the sardines. Remove the heads. Then remove the innards and bones with your fingers, and briefly rinse with water.

Combine the sugar, soy sauce, and water to make the sauce. Coat both sides of the sardines with the flour.

Heat the olive oil in a frying pan, and pan-fry the sardines.
