Cook the peanuts and chili peppers in a frying pan. You can cook them with oil if you want. Once they become fragrant, they're done.

Place the peanuts, garlic, cumin seeds, salt, and water into a blender and blend until smooth.

You'll probably need more water than you think. Once it becomes thick and creamy, it's done.

Here is a variation: Heat the * ingredients in a frying pan. Add the chutney.
