In a pan, add water, jaggery and melt it.
In a bowl, take wheat flour. - 2
Into the bowl add baking soda, baking powder and custard powder.

Mix well, add coconut, raisins.

Add oil and mix well. Add melted jaggery into it. Mix well and make a thick batter.

Grease oil into the bowls and add the batter.

Let them steam for about 20-25 minutes.
