These stuffed green chillies or bharwa Hari Mirch are a delicious and spicy dish that is great as a side dish or main dish with rice or chapati/bread.
Steps

Wash,wipe the chillies.
Slit cut and remove the seeds.
Keep aside.
Now for the stuffing mixture..
Dry roast the besan.
Add Ganthiya,sev and chevdo in the mixie jar and crush it. - 2
Mix the besan and crushed chevda mixture.
Add all the spices along with fresh coriander, lemon juice and oil.
Mix well.
Now stuff the mixture in the slit chillies. - 3
Heat the steamer,
Steam boil the chillies until they get soft skin.
Cool down at room temperature. - 4
Tadka..
Add oil in a pan along with mustard cumin seeds and Asafoetida for splutter.
Then add coriander leaves and lemon juice. Stir the tadka.
After that place the chilies and sprinkle some water and let the chillies get a bit roast for 2-3 minutes,then switch off the gas. - 5
Transfer the Stuffed chillies in the glass bowl.
Sprinkle fresh coriander and serve immediately.
Can be eaten with chapati or rice..
