Preheat oven to 190°C (375°F). Grease a 9x13-inch baking dish.

Cook ziti in salted boiling water until al dente. Drain and set aside.

In a large skillet, heat olive oil. Sauté onion and garlic for 2 minutes, then add beef or turkey.

Add bell peppers, all seasonings, and crushed red pepper flakes. Cook until meat is browned, 8-10 minutes.

Add marinara and crushed tomatoes. Simmer 10 minutes. Set aside.

In a saucepan, melt butter over medium heat. Add cream, cream cheese, cottage cheese, salt, garlic powder, and nutmeg.

Stir continuously until smooth and cheeses are melted, about 5 minutes.

Reduce heat to low. Stir in 1 cup Parmesan until melted, about 3 minutes.

Toss cooked ziti with Alfredo sauce and 1/3 of the meat sauce. Add salt if needed.

In the baking dish, layer meat sauce, pasta mixture, and shredded cheeses. Repeat for two thick layers.

Top with extra mozzarella, Monterey Jack, and Italian seasoning.

Cover with foil and bake 20-25 minutes until cheese is bubbly.

Remove foil and broil 2-3 minutes until top is golden and crispy.

Remove from oven and let cool for 5 minutes. Garnish with parsley and serve.
Tips
For a leaner dish, substitute ground turkey for the beef. Add crushed red pepper flakes to the meat sauce for a spicy kick.
