Soak the bulgur wheat in the boiling water and let it sit for 30 minutes until the bulgur absorbs the water, then grind it.

Add the flour and oil to the bulgur and knead well until you get a dough that can be shaped (you may need to adjust the amount of flour and oil as needed). Add salt and spices.

To prepare the filling, sauté the chopped onion in clarified butter or ghee, then add the ground beef. Stir occasionally until the meat is cooked through, then season with salt and spices.

Take a portion of the dough, flatten it, place some of the meat filling in the center, and shape it into balls. Repeat until all the dough and filling are used.

Deep-fry in hot oil until golden brown.
